Housing and Planning Act 2016


As you may be aware the Housing and Planning Bill recently received Royal Assent following amendments which means that it is now law. The Act will have far reaching implications for a variety of organisations and groups from social housing providers to house builders and most importantly citizens of Nottingham.


As a reminder, key policy areas contained within the new Act include:


  • ‘Pay to Stay’ rent changes for higher earning social housing tenants
  • Extension of the Right to Buy scheme to Registered Providers
  • The sale of higher value council housing as it becomes vacant
  • Starter homes discounts and their role in the provision of affordable housing
  • Enhanced planning powers for community liaison groups
  • Secretary of State power to intervene in neighbourhood planning


The council will continue to work with its key stakeholders to deliver a housing programme within the parameters of this new piece of legislation. We will be assessing the implications of the Act for Nottingham in the near future and will make our findings available in a further bulletin.
