To deliver an excellent customer focused service in an efficient, effective and economic manner, with specific focus of the Councils role as Lead Local Flood Authority whilst adhering to Corporate, Departmental and Government priorities.

To lead the delivery of transportation and highway priorities and the Councils role as Lead Local Flood Authority, ensuring that projects run efficiently and within agreed deadlines and costs and is focused on citizen outcomes.


1. To develop partnerships with other key organisations and neighbouring authorities in order to manage flood risk.

2. To commission and manage flood risk studies and mitigation strategies in partnership with other agencies and local authorities.

3. To coordinate the Lead Local Flood Authoritys statutory consultee role for sustainable drainage, respond to consultations on planning applications and provide advice to the planning authority and developers regarding the flood risk associated with new developments.

4. To proactively engage with communities and citizens at risk of flooding to promote improved resilience and self-help measures.

To assist with the delivery of traffic services in an efficient, effective and economic manner whilst ensuring corporate and departmental policies and priorities are pursued.


1. A knowledge, understanding and experience of traffic management, public rights of way and highway development control techniques and related legislation.

2. Experience in the design and implementation of complex traffic and highway engineering proposals and similar highway related measures.

3. To participate with the development of policies and strategies for the promotion and improvement of the road network within the City of Nottingham.

4. To investigate complex traffic management, work place parking, road safety and environmental problems raised by Members, the public and other sources including assessing alternative solutions, implementing Traffic Regulation Orders as necessary, preparing engineering designs, accurate work programmes and estimates for projects, monitoring their progress and arranging implementation in accordance with financial, legal and other requirements.

Fixed Term for 12 months

The post holder will manage the development, implementation and monitoring of low carbon transport policies and projects linked to the statutory Nottingham Local Transport Plan and contribute transport planning expertise to meet Council and partner objectives within Corporate and service specific plans and programmes. Specifically, the post holder will have project management responsibilities guiding the delivery of the Go Ultra Low city projects and initiatives which will include duties around procurement and commissioning activities, project management, stakeholder management, supporting communications activities and reporting/monitoring of progress. This post is fixed term for 12 months, however there may be opportunity to extend the contract once in post.


Skills in project planning, commissioning, management and implementation, particularly in relation to elements of the Local Transport Plan, preferably low carbon transport
Ability to work on own initiative and take responsibility for developing new projects, with an innovative approach to issues and project delivery
An understanding of the importance of partnership working in achieving sustainable and low carbon transport planning outcomes
Ability to be creative in disseminating information to stakeholders and effectively engaging them across a range of communications channels throughout the duration of a project
