Teenage Parents Supported Accommodation Service

Nottingham City Council is seeking to appoint an organisation to deliver a specialist safe, stable and short-term, temporary supported accommodation service for pregnant teenagers, teenage parents and their children, who (at the point of entry into the service) are unable to access or maintain their living arrangements.

The accommodation will consist of a total of 16 units, of which 12 of these units should be single-site self-contained supported accommodation for teenage mothers and their children. The remaining four units should be separate and provide accommodation for teenage mothers and / or fathers with lower support needs (subject to strict eligibility criteria) to live alongside their children with housing-related support to be given by the provider.

Service aims

The service should:

  • Ensure that the immediate, temporary accommodation needs of pregnant teenagers, teenage parents (mothers and / or fathers) and their children are met when referred through the Homeless Prevention Gateway.
  • Support early attachment and bonding.
  • Ensure that the immediate and on-going health, social care, parenting and support needs of teenage parents and their children are met.
  • Increase positive behaviours likely to promote independent living and good parenting skills.
  • Prepare, support and enable teenage parents to access independent living in a timely way.
  • Reduce future repeated use of supported accommodation provision.
  • Work to reduce the likelihood of future unplanned teenage pregnancies.
  • Support pregnant teenagers and teenage parents to engage with education, employment or training encouraging engagement with the Nottingham City Council Education Support Officer (teenage pregnancy) and Futures advisors.

This service will not provide longer-term supported accommodation and the maximum length of stay will be two years as detailed in section 5.7 of this service specification (including time accommodated pre-delivery).

The duration will be for 3 years, with a possible extension of 23 months at the Council's discretion.
