Newport team praised for helping to turn children away from crime

Tîm Casnewydd yn cael ei ganmol am helpu i atal plant rhag cyflawni troseddau

Newport City Council’s youth offending team (YOT) has been praised for “stepping up and making real improvements that are helping to turn children away from crime” in its most recent HMI Probation report.

The Youth Justice Board YJB), which has worked closely with Newport YOT over the last 12 months to identify the most effective ways to improve outcomes for young people, says that staff there should recognise the considerable gains’ it has made since the last inspection – and endorses the inspectorate’s positive judgement following the YOT’s re-inspection earlier this year.

Dusty Kennedy, Director of YJB Cymru, said:
“I’d like to congratulate the youth justice service in Newport for making such significant progress and I’m glad my team has been able to assist.

“Since their last inspection the senior managers and staff of the YOT and wider partnership took full advantage of the expertise and effective practice resources we provide. This is a shining example of what can be achieved through a combination of hard work, a constructive local attitude to inspection and a national performance improvement team.

“We realise there is still more to do to make sure children and young people in the service are protected. We will continue to support Newport in their efforts to secure positive and crime free lives for those they supervise.”

During this improvement period, YJB Cymru delivered a number of training and development sessions which the YOT used to improve ratings across the full range of areas inspected.

This included advice on establishing strong quality assurance systems, a review into the use of custody including a staff development workshop, and a comprehensive data interrogation and interpretation exercise to create a greater understanding of young people who re-offend.  Read the full story on our website

Mae Tîm Troseddau Ieuenctid Cyngor Dinas Casnewydd wedi cael ei ganmol am “gamu i’r adwy a gwneud gwelliannau go iawn sy’n helpu i atal plant rhag cyflawni troseddau” yn ei adroddiad Prawf EM diweddar.

Mae’r Bwrdd Cyfiawnder Ieuenctid, sydd wedi gweithio’n agos gyda Thîm Troseddau Ieuenctid Casnewydd dros y 12 mis diwethaf i ganfod y ffyrdd mwyaf effeithiol o wella canlyniadau ar gyfer pobl ifanc, yn dweud y dylai staff yn y tîm adnabod y cynnydd sylweddol’ y maen nhw wedi ei gyflawni ers yr archwiliad diwethaf - ac yn cymeradwyo dyfarniad cadarnhaol yr arolygiaeth ar ôl i'r Tîm Troseddau Ieuenctid gael ei arolygu eto yn gynnar eleni.

Dywedodd Dusty Kennedy, Cyfarwyddwr Bwrdd Cyfiawnder Ieuenctid Cymru: “Hoffwn longyfarch y gwasanaeth cyfiawnder ieuenctid yng Nghasnewydd am ddatblygu yn sylweddol ac rwy'n falch bod fy nhîm wedi gallu helpu.

“Ers eu harolygiad diwethaf, manteisiodd uwch reolwyr a staff Tîm Troseddau Ieuenctid a phartneriaeth ehangach yn llawn ar yr arbenigedd a’r adnoddau arferion effeithiol rydym yn eu cynnig. Dyma enghraifft gadarnhaol iawn o’r hyn y gellir ei gyflawni trwy gyfuno gwaith caled, agwedd adeiladol leol tuag at arolygiadau a thîm gwella perfformiad cenedlaethol.

“Rydym yn sylweddoli bod mwy i'w wneud o hyd i sicrhau y caiff plant a phobl ifanc yn y gwasanaeth eu diogelu. Byddwn yn parhau i gefnogi Casnewydd wrth iddo ymdrechu i sicrhau bywydau cadarnhaol heb drosedd ar gyfer y rhai y mae’n eu goruchwylio.”

Yn ystod y cyfnod gwella hwn, darparodd Bwrdd Cyfiawnder Ieuenctid Cymru nifer o sesiynau hyfforddi a datblygu y mae Tîm Troseddau Ieuenctid wedi’u defnyddio i wella graddau ym mhob un o’r meysydd sy’n cael eu harolygu.

Roedd hyn yn cynnwys sefydlu systemau sicrwydd ansawdd cryf, adolygu'r defnydd o gystodaeth gan gynnwys gweithdy datblygu staff, ac ymarfer holi a dehongli data cynhwysfawr i greu dealltwriaeth well o'r bobl ifanc sy'n troseddu.

Grass cutting programme

Rhaglen Torri Glaswellt

Newport City Council is now cutting grass in public spaces once a month as a result of ongoing savings needed in order to maintain other essential public services.

Although this will result in longer grass at times, it is currently exceptionally high following the very warm weather and intermittent rain.

This growth rate is unlikely to be sustained throughout the summer, so once the first cut has been completed, grass lengths across the city should be more moderate.

Councillor Debbie Wilcox, Leader of Newport City Council, said she appreciated that some people were very civic minded and had cut the grass in areas near their homes:

“The council has had to make some very difficult budget decisions which are affecting services across the council and grass mowing is one of them.

“We thank residents for informing us of areas which are very overgrown and offer assurance that our Streetscene teams will use their reduced resources as efficiently as possible.

“We recognise the concerns of residents who have contacted us about grass length in parks and play areas, but expect the mowing programme will shortly tackle the issue”.

The reduction in mowing frequency was implemented as a way of helping the council save nearly £60 million in the last five years, whilst at the same time maintaining care for the most vulnerable members of our communities and focusing on priorities such as the education of the children of Newport.

Mae Cyngor Dinas Casnewydd bellach yn torri gwelltglas mewn mannau cyhoeddus unwaith y mis o ganlyniad i'r angen i arbed arian er mwyn cynnal gwasanaethau cyhoeddus hanfodol.

Er y bydd hyn yn achosi glaswellt hirach ar adegau, mae’n eithriadol o uchel ar hyn o bryd ar ôl y tywydd twym iawn a’r glaw ysbeidiol.

Nid yw’n debyg y bydd y glaswellt yn parhau i dyfu yn yr un modd trwy’r haf, felly ar ôl ei dorri am y tro cyntaf, dylai hyd y gwair ym mhob rhan o'r ddinas fod yn fwy cymedrol.

Dywedodd y Cynghorydd Debbie Wilcox, Arweinydd Cyngor Dinas Casnewydd ei bod yn gwerthfawrogi bod rhai pobl ag awydd gofalu am eu dinas ac wedi torri’r glaswellt mewn ardaloedd yn agos at eu cartrefi:

“Mae’r Cyngor wedi gorfod gwneud penderfyniadau anodd o ran cyllideb sy'n effeithio ar wasanaethau ym mhob rhan o'r Cyngor ac mae torri glaswellt  yn un o'r penderfyniadau hyn.

“Rydym yn diolch i drigolion am roi gwybod i ni am y lleoedd sydd wedi gordyfu ac rydym yn rhoi sicrwydd y bydd ein timau Streetscene yn defnyddio eu hadnoddau mewn ffordd mor effeithiol â phosibl, er bod eu hadnoddau wedi eu lleihau.

“Rydym yn cydnabod pryderon trigolion sydd wedi cysylltu â ni ynglŷn â hyd glaswellt mewn parciau a meysydd chwarae, ond bydd y rhaglen dorri yn mynd i’r afael â’r mater yn fuan.”

Gweithredwyd y broses o leihau pa mor aml y torrir gwelltglas fel ffordd o helpu’r Cyngor i arbed bron i £60 miliwn yn y pum mlynedd diwethaf, ac ar yr un pryd, cynnal gofal ar gyfer aelodau o'n cymunedau sydd fwyaf agored i niwed  a chanolbwyntio ar flaenoriaethau fel addysg plant yng Nghasnewydd.
