Travelling abroad for terrorist purposes, training or being trained, incitement to terrorism or financing of terrorist activities must be criminalised in all EU member states. In a vote on Monday night, ahead of upcoming talks with the Council on the proposal for a new counter-terrorism directive, MEPs also stressed the need to protect and assist victims, especially across borders.

Plenary sessions : President Schulz opened the session by calling a minutes silence to pay tribute to former French Prime Minister and MEP Michel Rocard, who died on 2 July aged 85. He also dedicated this silence to the memory of more than 300 people killed and over 500 injured in the previous weeks terrorist attacks in Turkey, Yemen, Bangladesh and Iraq.

The proposal foresees the creation of an EU border and coast guard and a stronger role for EU border agency Frontex in returning migrants to their countries. Plenary sessions : The consequences of the UKs EU membership referendum will be the key issue in a Tuesday morning debate on the outcomes of the formal EU summit on 28 June and the informal summit of all EU countries but the UK on 29 June. European Council President Donald Tusk and European Commission President Jean-Claude Juncker will also take part in the debate, which will start after 10.00. The EU heads of state or government also discussed migration, external relations and jobs, and growth and investment.

Plenary sessions : New rules plan to make it easier for consumers to buy energy-efficient household appliances by simplifying the current labelling system. They will be debated by MEPs on Monday 4 July and voted on Wednesday. The draft text calls for replacing the current scale with a far more transparent A to G system of presenting energy efficiency. General : Parliament is working on a range of measures to crack down on terrorism. MEPs are due to vote on plans to make the preparation of terror attacks a criminal offence throughout the EU as well to impose checks on European citizens entering and leaving the EU. Some 5,000 Europeans already travelled to conflict zones to join terrorist groups and returning fighters pose a security risk.
